ABC6.com – WLNE-TV – Rhode Island and Southeastern Massachusetts: “Motor scooter riders no longer need motorcycle licenses.

House Majority Leader Gordon Fox says that’s good news for scooter riders and companies that rent them in Block Island and other tourist spots.

Fox sponsored the bill passed by the General Assembly today to update the state’s laws regarding mopeds and scooters.

The Department of Motor Vehicles told police and others last fall that unless a scooter had pedals that could be used to propel it, riders had to have motorcycle licenses.

Fox says his legislation updates the law to take changes in technology into account.

He says scooters are fuel-efficient and ease traffic congestion and he wants the state to encourage people to use them rather than cars.

    I reviewed the legislation. It is no different than many other states (like Washington State) that already allow those with DLs but not motorcycle endorsements to ride 50cc scooters.

    The legislation allows those with only a DL to ride 5-hp max and 50cc max. The legislation also creates a definition of “scooter” as 5-hp max and 50cc max.
