It’s a Lambretta model E, distinguished easily by the hand operated pull start (like on a lawn mower).
It was produced in less than a year (Apr 1953 to Feb 1954).
Not many exist now as the pull start was inherant with problems, most models were subsequently converted to kick start.

PiaggioCo is working on a contract to supply the New York Police Department with a fleet of MP3-250’s to replace their previous scooter fleet of Piaggio Beverly 200’s. This would be great news for Piaggio as it would give their tilting 3-wheeler a lot of visibility. Source is motociclismo.it
